EU Water Initiative
Components and Organisational framework

The EU Water Initiative initiative is structured around a series of crosscutting and regional components. Besides the fundamental objectives of the EUWI, each regional component considers other specific targets for its particular geographic area.

The Table hereafter provides an overview of the various components and the related lead groups (EU countries or European Commission).

Sub-group

Active stakeholders in the development of the EUWI include:

  • EU Member states, (representatives from Foreign Affairs, Environment and Development Ministries and Agencies),

  • Interested European third countries (e.g. Norway, Switzerland),

  • European Commission (DGs DEV, ENV, RELEX, AIDCO, RTD),

  • Other European Institutions/agencies (European Investment Bank, European Environmental Agency, ESA),

  • Development and financial Institutions,

  • Wide Civil Society Organisations and major networks,

  • Water industry (private and public operators),

  • International Institutions - UN agencies and programmes,

  • World Bank, EIB, African Development Bank,

  • African Ministerial Council on Water (AMCOW); NEPAD,

  • Latin American Water Directors (Environmental Ministries),

  • Others (representatives of users; Ministries/agencies dealing with water research and other relevant Ministries such as agriculture, etc).

They are involved in the following bodies as part of the EUWI organisational framework (still under development on 2004-03-16).:

Multi-stakeholder Forum  (MStF)

Contributes to the achievement of the objectives of the EUWI: giving advice and recommendations to the MStF SC, reviewing the implementation of the annual work programme, disseminating information on the EUWI, fostering exchanges of best practice between the different regional components of the Initiative, etc.

EU member states, other interested European countries (Norway, Switzerland), EC, other European Institutions and agencies (EIB, EEA), European-wide society organisations and major networks, European water industry (public and private operators), International financial institutions such as World Bank, other international institutions, UN programmes and agencies, working groups, etc.
 

Multi-stakeholder Steering Committee (MStF SC)

 

Agree on a consensual basis about strategic orientations of the Initiative and recommendations arising from guidance documents, Outline the priorities for the following year’s annual work programme, deliver the strategic objectives and annual work programme of the EUWI agreed upon, Adopt practical decisions about the operating of the EUWI.

- EU member states active in the development of the EUWI
EC (DGs ENV, DEV, RELEX, AIDCO, RTD),
- European Investment Bank (EIB),
- Nominated members from MStF,
- Chairs and co-chairs of WGs and RMStFs,
- Switzerland/Norway on an ad hoc rotating basis,
- Invited from donors, funding institutions (World bank, African Development Bank, etc).
 

Member States Expert Group (EG)

 

Address and resolve in internal EU issues pertinent to the achievement of the EUWI with a view to optimising coordination of water assistance efforts, ensure adequate links and coordination with the relevant working parties involved in the follow-up to the EUWI.
 

- Development, environmental and water specialists and experts drawn from the member States (25),
- European Commission
- EIB.

Regional and Thematic components (including Working Groups and Regional Multistakeholder for a - RMStF) 

Share knowledge, provide recommendations and guidelines, ensure the production of agreed deliverables, report to the MStF Steering committee, develop and design the regional component, and identify priorities for action.

Focal points on the EU Water Initiative, regional focal points on the EU Water Initiative, EU member states and other interested European countries, EC, European water industry, International financial institutions, NGOs, local authorities.


On request of the participants at the 10th Multi-stakeholder Forum (Brussels, 2004-03-16), the EC is reviewing the role and membership of the above bodies.
