Objective and expected output of the session  :
The objective of the session is to demonstrate the importance of data and information (climate and water) to sustainable water resources management and food production.  Good practice examples of how collaborative frameworks and information networks are key elements in building communities of practitioners, carrying-out regional policy dialogue and developing new joint initiatives will be presented. The main success criteria and also the difficulties encountered in order to transfer know-how to other regions and countries will be highlighted. Current initiatives to address these issues will be described at regional and national levels (EMWIS, WHYCOS, etc.) and make significant use of local case studies.

The expected outputs from the session include:
• the exchange of knowledge and experiences among different regions and promotion of new techniques that will assist in sustainable management of water resources and improved food production; and
• the identification of new initiatives aimed at enhancing the capacity of less developed countries to establish and maintain information bases on which to manage their water resources in a sustainable manner.
 
Draft key recommendations related to strengthening local action implementation in the field of the session:
• Reliable water and climate information systems are necessary for an integrated management of water resources;
• More cooperation is required to define common standards to be used by any organisation willing to set-up a water information system, allowing a smooth integration in a broader system at a later stage; and
• Awareness raising of the political and technical persons in charge of water management for a consistent and comprehensive approach to the data and information needed for IWRM.

The need for robust data collection systems in support of integrated water resources management will be identified through the application of information based water resources management tolls such as the use of climate information and outlook capabilities to support improved management of water resources. The building of indigenous capacity in hydrological and climate monitoring and climate science, their application to practical problems and the creation of a framework through which countries can learn from and support each other will together make an enormous contribution to sustainable development throughout the region. Integrated water management requires a reliable national water information system (NWIS) allowing better cooperation and information flow between all national stakeholders including the public for implementing participatory approach. In most of the developing countries, building NWIS requires modifications of cultural and institutional structures. The project has initiated this process by focusing on the benefits of sharing know-how, usually considered as less sensitive than quantitative water data. Once the communication channel established, new needs appeared in term of data necessary for better resource management.

Actualización del Inventario de Unidades de Riego en la Cuenca Ayuquila-Armería Modernización del Manejo del Agua

En la cuenca Ayuquila-Armería, de aproximadamente 10,000 km2 distribuidos en los estados de Jalisco y Colima, México, no se tiene identificado y caracterizado casi al 50% de los usuarios de aguas superficiales de la cuenca y por lo tanto, no se tiene la base fundamental para los acuerdos de distribución de la cuenca así como para la actualización de sus estudios de disponibilidad. La acción que se realizó para combatir este problema fue la Actualización del Inventario y Diagnóstico de las Unidades de Riego. La primera etapa se llevó a cabo en 4 municipios de la cuenca: Unión de Tula y Tenamaxtlán en Jalisco y; Armería y Comala en Colima. El proyecto estuvo instrumentado y directamente coordinado por la Gerencia Operativa de la Comisión de Cuenca y el Grupo Técnico Especializado de Ordenamiento de Aguas (GTE-OA). Esta primera etapa se realizó a finales del año 2004 y en este año, 2005, se esta ejecutando una segunda etapa. El objetivo del proyecto es actualizar la información de las UR en cada uno de éstos municipios, con sus características básicas, geo-referenciación y diagnostico de su situación actual así como la problemática mas urgente.  El PROMMA fue planeado desde su origen como el instrumento que permitiría modernizar y fortalecer a la CNA para realizar la administración de los recursos hídricos. En este orden de ideas, los recursos del PROMMA sirvieron para dotar a las áreas de las Subdirecciones Generales Técnica, de Programación, de Administración del Agua y a la Gerencia de Consejos de Cuenca de estudios; planes; infraestructura de comunicación y cómputo; así como de instalaciones de medición, laboratorios y observatorios meteorológicos; y capacitación de diversa índole.
