Objective and expected output of the session  (maximum 250 words): Paul HAENER
Position:
 - To show the advantage and feasibility of distributed Information Systems to strengthen cooperation between institutions and to enhance the information available at the local and national levels for better governance of water issues (IWRM and risk management);
 - To present field examples of distributed IS on water, implemented in Mexico, in France and between various Euro-mediteranean countries, while insisting on the key points that condition the success and effectiveness of these management tools;
      * Importance of political good-will and of the organizational context (network of partners combining national and local levels, etc.)
      * Need for a data sources inventory and for a common language, semantic and technical, for the exchange of comparable data
      * ….
 - To underline the advantage of using synthetic indicators of the FVI type to enhance information in risk prevention and guide policy;
 - To discuss of the methods, obstacles and key elements of success encountered when setting up distributed IS used in IWRM and risk management,
 - To validate the main recommendations allowing the development of local actions related to the production and management of data and information.

Draft key recommendations related to strengthening local action implementation in the field of the session (maximum 250 words):
 -  Necessary awareness of the political and technical people in charge at all levels for a consistent and comprehensive approach to the data and information needed for IWRM and risk management;
 - Definition of a comprehensive approach to action: Strategy for monitoring and information management/enhancement;
 - Formalization of the political will in legislative texts (for instance: recognition in the water law of the Water Information Systems as tools necessary for good governance of water resources) and through the signing of inter-institutional framework-agreements (or of ministerial and inter-ministry decrees), aiming at facilitating cooperation between the partner institutions;
 - Allocation of human and financial resources needed for developing and facilitating the data exchange and enhancement network;
 - Inventory of data sources
 - Joint definition and adoption of a common semantic and technical language, for allowing the exchange of comparable data;
 - Development of tools and enhancement products according to priorities;
 - Production and dissemination of the information necessary for decision-making and good public information and participation.

Flood Vulnerability Index (FVI) Know-how on risk management within the Euro-Mediterranean Water Information System
Brief description of local action 3 to be presented: Brief description of local action 4 to be presented:
The FVI is a tool for assessing flood risks (human loss and financial/economic damage) as a function of physical (spatial, water resources), socio-economic and legal conditions and management policies and practises (including availability of warning systems, insurance, etc. ).  The FVI will be presented in order to illustrate how such tools can assist practitioners and decision makers in addressing the challenges related to flood risk management.. The Euro-Mediterranean Information System on the know-how in the Water sector has a distributed management among all the Mediterranean countries. The Major risks in the Mediterranean water sector are related to drought, water scarcity, floods and water quality. These risks concerned all the countries; therefore cooperation tools for exchanging know-how are necessary, EMWIS is the main tool for such exchanges at the regional level. The necessary communication between stakeholders to improve risk management at the national level will also be presented.
