The EMWIS organization is based on a administrative level and a functional level. The administrative level includes:

1. The Steering Committee

2. The Coordination Committee

The functional level groups:

1 The Steering Committee

The Steering Committee is composed of the representatives of 10 countries (1 representative per country with the possibility of alternating countries from one year to another with the exception of the countries which are members of the Technical Unit  and which constitute the core of the Steering Committee);

The Steering Committee is responsible for:

1. Defining the main strategic orientations.

2. Validating the results obtained in each phase.

3. Validating EMWIS annual action plan and budget proposed by the Coordination Committee.

The Steering Committee meets once a year with alternate organization of the meetings.

Currently, the Presidency is assured from Spain, the Vice-presidency from Cyprus and Honorary Presidency by Italy.

2 The Coordination Committee

The Coordination Committee includes the representatives of the National Focal Points and the Technical Unit.

Currently, the Presidency is assured from Morocco and the Vice-presidency from  Malta.

3 The National Focal Points

Each National Focal Point  is composed of a small team within a public or parapublic organization in charge of gathering and disseminating documentation and information relating to the water sector in each country.

The National Focal Point are mainly responsible for:

1. Participating in meetings organized by  the Coordination Committee.

2. Making an inventory and approving the sources of available information.

3. Organizing the procedures of communication and access to approved information in the country.

4. Ensuring that the protocols of access to information are translated and available in the working EMWIS languages (English and French).

5. Developing, whenever necessary, the tools and interface software which permit access to information.

6. Ensuring relations with country's users.

7. Contributing to the elaboration of the annual activity programme of the Technical Unit.

4 The Technical Unit

The Technical Unit is composed of a consortium of three national operators: CEDEX (Spain), OIEau (France), and SOGESID S.p.a. (Italy). These operators constitute a permanent structure which assures,  with the National Focal Points, the execution of the annual activity plan.

The Technical Unit is responsible for:

1. Proposing to the Steering Committee the main strategic orientations, annual action plans and budgets, defined with the National Focal Points.

2. Coordinating, driving and should the case arise, providing a technical support to the activities to the National Focal Points.

3. Carrying out the tasks of the International Focal Point .

4. Developing and managing the information server of the Coordination Committee.
