1. The Information Technologies managers of the EMWIS National Focal Points (NFP) will met in Sophia-Antipolis (France) from 13 to 15 September 2006 for a training session dedicated to the use & the installation of the new EMWIS portal. The training will be carried out by Experts from the Italian company FINSIEL, who implemented EMWIS new portal, on the basis of an open source solution (NAYAA), a system previously developed for the European Environment Agency (EEA). This ambitious new technical architecture of EMWIS portal improves the multilingual content management, the co-operation within and between the various national water information systems and to guaranty an effective exchange of information of any nature. The new EMWIS international portal has been recently launched by the Technical Unit and a portal tool kit is available for the NFP willing to implement this new technology. This training is open to EMWIS NFP and MEDA-Water projects willing to learn about this technology, standards used and to improve the exchange of information with EMWIS. 2. The next Conference of the Water Directors of the Euro-Mediterranean and Southeastern European Countries will take place in Athens (Greece), on 6 & 7 November 2006. The Conference is organized by the lead country of the Med EUWI: Greece (Hellenic Ministry for the Environment, Physical Planning and Public Works and Hellenic Ministry of Foreign Affairs), in cooperation with the European Commission, the ‘Euro-Mediterranean Information System on Know-How in the Water Sector’ (EMWIS) and the ‘Regional Monitoring and Support Unit’ (RMSU) of the MEDA-Water Programme of the EC. The Conference will be facilitated by the Global Water Partnership – Mediterranean. See EMWIS website for further details.
3. The next «EUROPE-INBO 2006» international conference, organized by the «Group of European Basin Organizations for the Implementation of the Water Framework Directive», will take place, at the invitation of the French Ministry of Ecology and the French Water Agencies on 21 and 22 September 2006 in MEGEVE (France). The meeting is open to all INBO member organizations and observers, and also to the water administrations and organizations, interested in the implementation of the Framework Directive, of the member and candidate countries of the European Union and of all the other countries of Eastern Europe and of the Mediterranean basin, in particular. It will be linked with the international scientific and technical seminar on «Water in mountains: for integrated management in upper basins», which will also take place in Megève at the same dates. 4. According to the European Commission, Europe's rivers, lakes and coastal waters, as well as human health, will be better protected against pollution from a range of dangerous substances under new legislation proposed by the European Commission. The proposed Directive will set limits on concentrations in surface waters of 41 types of pesticides, heavy metals and other dangerous chemical substances that pose a particular risk to animal and plant life in the aquatic environment and to human health. These limits will have to be met by 2015. The proposal will contribute to the Commission's Better Regulation initiative by replacing five older directives, allowing their repeal. 5. European Commission aid announced on 17 July ensured fuel supplies to water pumping stations and water treatment plants, to power emergency generators in Gaza, following the destruction by the Israeli Defence Force of the Gaza Power Plant’s six transformers. The Commission’s distribution plan will cover 109 water supply stations and 27 wastewater plants located in the Gaza strip. This new initiative is in addition to action already taken to provide fuel for hospitals in Gaza. See EC website for full details.
6. The 7th Framework Programme (FP7) – the EU's chief instrument for funding scientific research between 2007 and 2013 – has overcome a major hurdle, on 24 July. Preparations for a major event on European research, on 7 March 2007 in Brussels, are in full swing. See EC website for full details.
7. The work-plan 2003-2006 under the Convention on the Protection and Use of Transboundary Watercourses and International Lakes had a major focus on ecosystems services. A first seminar on the role of ecosystems as water suppliers was organized in December 2004. A second seminar on environmental services and financing for the protection and sustainable use of ecosystems took place in October 2005. To formalize the best practices, lessons-learned and recommendations of these two seminars, a Code of Conduct on the Payments for Ecosystems Services (PES) in Integrated Water Resources Management was prepared. The Code assists decision makers in finding the most efficient solution to address water management problems taking into account environmental, economic and social concerns. It indicates the measures to apply to integrate in development policies the value of services provided by water related ecosystems e.g. forests and wetlands and to provide a compensation for such services. 8. The European cluster “MBR-Network”, group of four projects financed by the European Commission and entirely dedicated to the development of the membrane bioreactor technology, has launched their official website “www.mbr-network.eu”. They will perform research, development, capacity building and technological transfer in regards to this promising wastewater treatment process. Around 50 European and international companies and institutions are actively involved in these four projects and will join their efforts and coordinate their actions within the cluster “MBR-Network”. The four projects amount to a total budget of ca. €15 million, for which ca. €9 million will be financed by the European Commission. The website “www.mbr-network.eu” is thought and designed as a communication and exchange platform dedicated to the worldwide MBR-community, which offers contacts to a large group of international MBR professionals and experts. Companies, institutions or private persons interested by or active in the field of MBR technology are invited to register online and to provide their data and relevant news or information to the MBR community through this website. 9. In 2004 a group of World Business Council for Sustainable Development (WBCSD) member companies set about helping business to understand why they should be thinking more about water. The result, a series of scenarios entitled Business in the World of Water - WBCSD Water Scenarios to 2025, looks at possible futures for business and society and will be officially launched at the last World Water Week (Stockholm, Sweden, 20-26 August 2006). 10. On 7-9 August 2006 in Pretoria (SA), the Water and Sanitation Program-Africa (WSP-Africa), the African Development Bank (AfDB) and other regional partners jointly organized a Practitioners’ Workshop on Mobilizing Resources from Domestic Financial Markets for Water Utilities in Africa to focus on the challenge of accelerating market financing to improve delivery of services in the continent. The workshop was called to address new ways for mobilizing additional funding resources to develop the water sector in Africa, and ensuring that these investments result in sustainable delivery of services. Current approaches rely on public funding from governments and donors, and often fall short on resource mobilization and in ensuring improvement in service delivery. 11. In light of the chronically polluted Zarqa River basin, which is considered one of the major environmental hotspots in Jordan, The Ministry of Environment in Jordan has addressed the restoration of this river through organizing a number of multi-stakeholders workshops in collaboration with IUCN WESCANA Regional Office to devise a strategy for river restoration. "The restoration of Zarqa River Basin is estimated to cost about 30 million US Dollars depending on a time frame that might take about 7 years" The Jordanian Minister of Environment Eng. Khaled Al-Irani said in his speech during the last workshop entitled "Integrated Environmental Management for Zarqa River Basin" held by Ministry of Environment, IUCN WESCANA in cooperation with Japan International Cooperation Agency (JICA). 12. The Zara-Maain project for water treatment and desalination in Jordan will start operating by 25 per cent of its capacity in the second half of this month, according to officials at the Ministry of Water and Irrigation. The project, which would provide the country with 40 million cubic metres of water annually, is expected to start operating at total capacity at the end of this year. 13. The surface and
underground waters of France are still polluted by the pesticides,
whereas the government has just presented its plan of reduction of the
risks related to the pesticides, the annual report of Ifen on the quality
of water in 2003 and 2004 shows a total quality which does not advance in
comparison with the previous years. See Actu-Environnement

14. The water company in UK responsible for Europe's biggest
man-made lake has described a possible national water grid as "not a
viable idea". The Environment Agency is studying the cost of a national
water network, with the study set to conclude within weeks. But
Northumbrian Water - responsible for the 44 billion gallon capacity Kielder
reservoir - said the plan was unworkable on cost and ecology grounds. A
national grid could pump water from wetter parts of Britain to drier areas.

15. Water is the focus of the 2006 Human Development Report (HDR)
to be launched in November. 14 European NGOs were invited to a discussion
with the HDR Office to help to promote the recommendations of the report
and explore ways in which the report could support the advocacy efforts of
CSOs. The report will be launched in South Africa or India and may be
linked to a global day of action on water. See Palgrave

16. African researchers tackling water resource management problems have gathered at ESRIN, ESA’s Earth Observation Centre in Frascati, Italy, from 24 to 28 July 2006 for a free five-day TIGER Initiative training session aimed at facilitating the integration of satellite radar data into their work. 17. Dry spells and over abstraction of water are increasingly leading to dry rivers. The world needs to respond and rescue rivers, keep them flowing and alive. Expertise and knowledge to address the issue is available but mostly uncoordinated and dispersed. IUCN together with leading world water and environmental organizations has launched the start up of a network of experts, practitioners, policy makers, local community representatives, end users and participants to keep our rivers alive. The network is focused on supplying environmental flows approaches to leave enough water in rivers to maintain downstream benefits for people and nature. See IUCN website for full details.
18. According to a recent international report, Surging demand for irrigation to produce food and biofuels is likely to aggravate scarcities of water but the world's supply is not running out. Demand for irrigation - which absorbs about 74 per cent of all water used by people against 18 per cent for hydropower and other industrial uses and just 8 per cent for households - was likely to surge by 2050. Many nations are also shifting to produce biofuels - from sugarcane, corn or wood - as a less polluting alternative to fossil fuels. Oil prices, which are at $US75 a barrel, and worries about global warming are driving the shift. The report says that about 1.5 billion of the world's 6.1 billion population live in areas where water is scarce - such as North Africa. Better irrigation, rainwater harvesting from roofs or use of simple water pumps, operated manually, could help in Africa. See Daily Telegraph news for full details.
19. During the World Water Week which is held in Stockholm from the 20 to August 26, the WWF alerted the "rich" countries on the problems of water management, and showing in a report that it does not concerns only the "poor" countries. See Actu Environnement for further information. (in French)

20 - EMWIS Technical Unit and EMWIS NFP in Jordan are sad to announce the death of His Excellency General Secretary of the Ministry of water and irrigation in Jordan, Mr. Sa'ad Al Bakri. Mr. Othman Kurdi will assure temporarily his functions and the involvement of Jordan in EMWIS activities. See MWI website.
21. Mr. David Yaroslavitch has been nominated to be the new Head of the Water Commission of the Ministry of National Infrastructures and Israel's Water director. Mr. Yaroslavitch has replaced Mr. Shimon Tal. See Israelian EMWIS NFP website for further information.
22. Mr. Henri-Luc Thibault, will take up the direction of the Blue Plan office on September 1st, 2006, and will replace Mr. Guillaume Benoit, who will animate a unit of reflection and proposals for sustainable rural development within the Kingdom of Morocco. The new director, Mr. Thibault is a qualified scientist, and has vast experience in bilateral and multilateral cooperation management within the Environmental and Development fields. He was previously in charge of the International Affairs Department of the French Ministry of Ecology and Sustainable Development. See Blue Plan website for further information.

25. Campus EcoMedia: a new on-line magazine to promote the Mediterranean Strategy for Sustainable Development. Sustainable development cannot be truly “sustainable” without wide public participation: participation from citizens, production sector, opinion makers, organizations, local communities and institutions. In other words, in order to build sustainable development Mediterranean communities need to be involved at all levels. For this reason INFO/RACMAP has launched Campus Eco-Media (www.campusecomedia.org), in the framework of the participatory vision on communication and information of the Mediterranean Strategy for Sustainable Development (MSSD). EcoMedia is an on-line magazine to promote the principles contained in the Strategy and to give greater visibility to the organizations involved.
26. Earthscan has announced the publication of a new title: "Water for Food, Water for Life (forthcoming) A Comprehensive Assessment of Water Management in Agriculture, edited by David Molden. 27. Earthscan has announced the publication of a new title: "Water Governance for Sustainability, Approaches and Lessons from Developing and Transitional Countries, edited by Sylvain Perret, Stefano Farolfi & Rashid Hassan.

28. Earthscan has
announced the publication of a new title: "The Atlas
of Climate Change (forthcoming)
Mapping the
World’s Greatest Challenge,
by Kirsten Dow and Thomas E Downing. With over 50 maps and graphics to
convey the very long and complicated story of climate change, this atlas
makes the robust findings of the IPCC research available to a wider
audience – includes a section on water supplies and rising sea

29. The UN world Commission on the environment and the development, chaired by Mrs Harlem Brundtland, published a report in April 1987, which is from now on available on line in its entirety on Wikisource. See Mediaterre website for further information.

31. The Blue Plan has
published a new leaflet in
Arabic. A summary (approximately 30 pages) of the report "A

32. "Why
gender matters : tutorial for water managers", Cap-Net and Gender
and Water Alliance (2006). The intention of this tutorial (Multimedia CD;
Booklet) is to demonstrate how a gender approach makes water management
more effective. The CD contains the self-study tutorial with resource

33. "Water and Sanitation in the World's Cities 2006: Meeting
Development Goals in Small Urban Centres" is a new UN publication. This
volume focuses on the deficiencies in the provision of water and sanitation
where most of the populations of the developing world live: in towns and
small cities. Drawing on extensive unpublished research and 15 commissioned
papers from experts involved in designing and implementing innovative
projects around the world, this is the first major study of the problems
facing the smaller urban centres. See UN website for full

34. A new paper entitled “Nanotechnology, Water, and Development,” commissioned by Meridian Institute’s Dialogue on Nanotechnology and the Poor: Opportunities and Risks (GDNP), is available for download at MERID website. This paper explores the scale and significance of water and sanitation problems in developing countries, the broad array of challenges associated with improving access to water, and the possible opportunities and risks of using nanotechnology to address these challenges. 35. Climate change is here and will be with us for the long term. The challenge facing water professionals is how to make decisions in the face of this new uncertainty. The book: "Change- Adaptation of water resources management to Climate Change" outlines a new management approach that moves beyond technical quick fixes towards a more adaptive style that is inclusive and innovative. 36. The European award "Our Waters" under the patronage of EU-Environment Commissioner Stravos Dimas was launched. This interesting award seeks for creative and feasible ideas with benefit for our waters. With regard to an EEC directive (water framework directive) the entire Europe is asked to achieve or to keep the good status of all waters. This award aims to learn from the creativity of others. Every water user can participate. The best ideas will be given an award at the European Parliament in summer/autumn 2007. Further information is available at the website of "our waters".
37. In the
Framework of "FP6, Priority 1.1.6.3: Global Change and Ecosystems &
EC" and in order to promote twinning between basins Organisations to
reinforce practices of Integrated Water Resource Management; new rules have
been established, in order to ease the coming of new twining proposals. From
now on, requests will be accepted and considered on a continuous way. To

38. The thematic Group on Productive Uses of Water (PRODWAT) and IRC
International Water and Sanitation Centre offer an award of €1000
towards further documentation of a story relating to multiple uses of water.
Case studies may be submitted in English, Spanish or French. The case study

39. Third short film "Another Look" contest for the Web on intercultural dialogue: - 3 prizes of €4000 for short film synopsis on the theme of intercultural dialogue. Water can be a great way to enter into this contest for short films scripts. The deadline to present the synopsis is 15 September 2006. The prize has to be used to shoot the short film based on the selected synopsis. The authors will have until 31 December 2006 to direct the short film. - 10 prizes of €500 for already shot short films on intercultural dialogue. The deadline to submit the films is 2 October 2006. 40. Co-financing by Fondation Ensemble (Paris, France): proposals invited for small-scale water projects. Organisations are invited to submit three-page proposals (with budget) for small-scale projects related to water (irrigation, sanitation, rainwater collection), the protection of biodiversity and renewable energy sources in developing countries. The project criteria are: provision of long-term sustainable and replicable access for vulnerable populations to water and sanitation, partnerships with as many players as possible, responsive to local needs, and inclusion of a hygiene and environmental education component and gender mainstreaming. 41. "Partners for Water fund" Tender by Partners for Water programme office (Delft, The Netherlands) is open till 12 September 2006. Partners for Water 2005-2009 is a programme that aims to strengthen the international position of the Dutch water sector by uniting forces (companies, departments, NGOs and knowledge institutes). Besides enhanced policy harmonisation and sector-wide collaboration in the Netherlands, Partners for Water also has a fund to stimulate innovative projects of the Dutch water sector abroad. Eligibility: Organisations in the beneficiary countries of the Partners for Water programme can only access the programme through and in combination with an organisation registered in the Netherlands. Focus themes: Water for food and environment, Water and climate, Implementation of the Millennium Development Goals in the area of water and sanitation, Development of national IWRM plans (Integrated Water Resources Management) and Groundwater resource management. 42. On 12th and 13th October 2006, the Cycleau partnership will hold its final international conference in Quimper (Brittany), France. This event will take place alongside the annual Finistere Water Conference and expects to attract over 300 delegates from all over Europe. The aim of the event is to showcase the results of the Cycleau INTERREG project and its methodology for effective catchment management. It also seeks to share the lessons learnt about co-ordinating transnational and cross-border partnerships in light of the future territorial co-operation programme 2007-2013. 43. The International conference on WAter POLLution in natural POrus media at different scales, Assessment of fate, impact and indicators "WAPO2", has published its first announcement. This event will be held in Barcelona (Spain) on the 11st-13rd April 2007. Its main objective pretends to be a forum to scientist, Ph. D students, authorities and managers concerned with the problem of grounwater contamination in porous media. See EMWIS news section for full details.
44. The Water and Governance Research Workshop to be held in Barcelona on November 16th, 2006, announced a Call for papers to be due on September 15th, 2006. The challenge of the workshop is to analyze the key elements of the governance of the water, as these elements must be inserted in the state structures of governance. 45. The European Water Association announced a Call for Papers for the 2nd International Conference: "Water in protected Areas" to be held in Dubrovnik (Croatia) on 25-27 April 2007. The deadline for submission of abstracts is 15 September 2006. See EMWIS website for further information.

46. The CNFME (The French centre of professional training in water) organises regularly training courses to deal with important issues related to the world water actuality. The programmes of this centre aim to give the opportunity to exchange, inform, know about good practices, state of the art of recent evolutions. 47. EMWater project organises its 3rd Regional Training Course to be held in Hamburg (Germany) next 10-23 September 2006. This Training offers an advanced course for professionals in wastewater management and treatment from Jordan, Lebanon, Palestine and Turkey. See EMWater website for further information.
48. EMWater project has announced a "Web based training in Efficient Management of Wastewater, its Treatment and Reuse". This training will be held from 1 October to 26 November 2006, and offers an advanced course for professionals in wastewater management, treatment and reuse from the Mediterranean Countries. 50. A Training on: Water, the solidarity of people and territories is organised by Green Cross and Rennes Summer University on 28-30 September 2006 in Britanny (France). The main objective is to mobilize the decision-makers and the citizens to participate in the international cooperation efforts to provide clean water and sanitation to the people of developing countries by allocating 1% of the resources from their water and sanitation services.
