1- The UfM secretariat together with the European Commission and Jordan, co-President of the UfM are organising a Water Expert Group on 23 and 24 November in Luxembourg. This date and location has been selected to allow the participation and exchanges with EU member states water directors that will meet the following days for their regular bi-annual meetings. This gathering is organised back to back with a meeting of the SWIM (Sustainable Water Integrated Management) Steering Committee (25 November) that will review the last results of the support mechanism and demonstration projects, before the launch of a new phase in 2016. One week later on 1-2 December, Horizon 2020 (Depolluting the Mediterranean Sea) Steering Group members will meet in Brussels, where new developments for 2016 will be announced, including a new phase of SEIS (Shared Environment Information System) initiative in the Mediterranean area.  2- The EU-funded Clima South project (Support for Climate Change Mitigation and Adaptation in the ENPI South region) took part into the third Climate Change Expert Group meeting of the Union for the Mediterranean held September 29 in Barcelona. The meeting gathered UfM national focal points as well as representatives from stakeholders and civil society. The focus of this meeting was on adaptation. This Expert Group was created to act as a regional platform, showcasing how a complex system of relevant initiatives, programmes and structures may be brought together in order to create synergies while including stakeholders, the private sector and various levels of governance, aiming to enhance regional dialogue and act as a catalyst for the identification, support and development of projects and initiatives, both in mitigation and adaptation. 3- At the end of the year, France will be hosting and presiding the 21st Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21/CMP11), from November 30th to December 11th. COP21 will be a crucial conference, as it needs to achieve a new international agreement on the climate, applicable to all countries, with the aim of keeping global warming below 2°C. Water will feature in official program of governmental meetings on 2nd December at Le Bourget in the "Blue Zone" as well as during a number of side events organised by the civil society. In the context of the "Water and Adaptation to Climate Change" official session, the "Paris Pact on water and adaptation to climate change in the basins of rivers, lakes and aquifers" prepared in the framework of the International Network of Basin Organisations (INBO) will be signed. As part of the side events around the solutions selected by the MedCop 21 in Marseille early this year, the Mediterranean Water Knowledge Platform is one of the key solution foreseen to prepare water management adaptation plans in the region and will organise a meeting on 5 December at Le Bourget location. 4- Tunisia is a country with an "absolute water scarcity", meaning water resources available do not match the growing demand. Therefore, at the recent organised by FAO's regional initiative on water scarcity in Middle East and North Africa (MENA) in Gammarth (Tunisia), it was decided to prepare an action plan for water resources management in Tunisia. A budget of 100,000 dinars was allocated to the development and implementation of this plan by the UN organization. Further information on EMWIS website

 5-The ongoing Syrian civil war has forced millions of Syrian families to seek refuge in neighbouring countries and elsewhere. Since conflict broke out in 2011, Jordan has registered approximately 630.000 Syrian refugees, although an estimated 1.4 million Syrians are now residing in Jordan, and, as the conflict escalates, this number is only expected to grow. This vast increase in people seeking safety has further deteriorated the condition of water and wastewater services in Jordan, particularly in northern governorates, which already suffer from limited water resources and high non-revenue water. How does an already water-stressed country deal with the pressure on water resources of a sudden, expected increase in population? How can we improve water sector services, while planning sustainably for a water secure future? Further information on EMWIS website

6- Egyptian researchers have developed a new method to convert sea water into fresh water. Their process is more clean and energy-efficient than that used in desalination plants. They invented an innovative polymeric membrane, which presents a breakthrough in the field of desalination membranes. It can desalinate simulated seawater of exceptionally high concentration to produce a high flux of potable water with over 99.7% salt rejection (%SR) in a once-through purge-air pervaporation (PV) process. 7- Greece: Brine is the wastewater effluent from current desalination technologies which causes serious environmental damage. At the same time, brine contains highly valuable "materials that are leaking from our economies today", fitting well in the EU concept for the circular economy. While desalination is the most promising solution to address and help overcome the competing and increasing demands for water globally, brine is one of its, if not the most negative side effect. GReen Desalination has a proven track record and a combined experience of over five years in resource recovery and brine management. Its breakthrough technology has been demonstrated by a Pilot brine treatment system on Tinos Island in Greece in a project called SOL-BRINE, which had received LIFE+ funding (LIFE09 ENV/GR/000299). GReen Desalination has been selected out of 15,000 innovative start-up's. With the support of EIP Water, the company participated in the event "Access to Finance for Circular Economy projects" on 16 September in Brussels. Further information on EMWIS website

8- Trial operation of a new desalination plant near the Oman capital, Muscat, is already alleviating water scarcity there according to the Oman's Public Authority for Electricity and Water. The trial run of the new Ghubra desalination plant is gradually replacing an old facility in supplying potable water to South Al Batinah and Dakhiliya Wilayats. Commercial operation at the Ghubra plant is scheduled to begin by the beginning of 2016. Ghubra is producing around 45,000 m³/d of drinking water during its trial run. Its output will be stepped up incrementally until it reaches its maximum capacity of use under 159,000 m³/d. Though the water scarcity has eased, some high areas continue to face water shortage, and new pumping facilities are planned to improve supplies for those areas. Other desalination plants are under development. The Quriyat will produce 166,558 m³/d and is expected to be completed in the third quarter of 2017. And a 281,000 m³/d desalination plant in Barka along with another in Sohar with a capacity of 250,000 m³/d are scheduled for completion during the first quarter of 2018. Further information on EMWIS website

9- Inland water is a top priority for the French Minister for Ecology and Sustainable Development, Ségolène Royal. She recalled her commitment to the sustainable and equitable water management in mountain territories. They constitute vulnerable natural heritage where all major European rivers find their source. She also stressed the peculiarities of mountain agriculture, which plays an essential role in the development and vitality of these territories. In addition, at the closing ceremony of the World Water Week, Ms. Royal, addressed the audience by explaining the positions of France for the next COP21. Further information on EMWIS website

10- The Corsican Assembly has just approved its basin management plan (so-called SDAGE) for 2016-2021, following its unanimous adoption by the Corsican basin committee on 14 September. Corsica's SDAGE  is the first adopted in France. This follows a long process of collaborative construction and taking into account comments made during the development of the system, in particular in the framework of open consultations and public meetings. 11-In October, the French Water Basin Agency Seine-Normandy has allocated some 128 million euros to finance more than 1600 projects in the basin .
The beneficiaries of this aid are : local authorities, industries, farmers and associations that undertake actions to protect water. The proposals submitted to this Committee represent 20% of the financial authorizations in 2015 program. Further information on EMWIS website

12- Freely accessible online tools to enable sustainable and efficient water resource management are being developed by the EU-funded SWITCH-ON project. The initiative is currently building a web portal to host innovations such as a virtual water-science laboratory, product marketing point and a virtual meeting place.Environmental information tools are in high demand but not always available or accessible. This is due in part to a wide dispersion of potentially useful material and a lack of information on how to actually apply available tools at an acceptable cost. SWITCH-ON, which began in November 2013, is promoting the use of open data tools to support sustainable water use. Open data is the idea that certain information should be freely available to everyone without restrictions. By exploiting the untapped potential of open data, the project team believes it is possible to improve water information provision, leading to more efficient environmental services and better handling of environmental problems, including those induced by climate and environmental change. "This portal will be the first one-stop shop where you can find different kinds of water-information and users in one place," explains project coordinator Berit Arheimer, head of hydrological research at the Swedish Meteorological and Hydrological Institute (SMHI). "It will lead to more efficient water management tools, which can be used to create jobs that contribute towards a more sustainable and safe society." Further information on EMWIS website

13-SAID project organized its coordination and technical meeting at university of malaga  (Spain), on October 21st to 22nd, 2015. It was the occasion to discuss the progress of the project and discuss the upcoming activities to be carried out this year. SAID project focuses on the deployment and evaluation of a complex demonstrator, composed by several heterogeneous and innovative Decision Support Systems (DSS) in the same river basin. This demonstrator, in the south of Spain, represents many similar basins in Europe, and it is based on cutting-edge DSS technologies in three areas: flood control (including the optimization of dam management), quality of water, energy production and consumption. The feedback from the final users (water management authorities, companies operating water infrastructures) will drive the improvement of the DSSs and the development and validation of a software platform that facilitates the integration of existing and future DSSs. 14- OPIRIS is an online professional irrigation scheduling expert system. It provides free access to a database that helps appraising the potential impact of knowledge-based, irrigation management and precision scheduling strategies on water productivity (final yield versus irrigation water) in fruit trees orchards and hydroponic crops. Public visitors can personalize the results by filtering OPIRIS' database according to a specific combination of crop, variety, soil, irrigation system and climatic zone. Thanks to OpIRIS, agricultors can save water, in particular when usual amount of irrigation water is beyond average crop water requirements. Applying the recommandations of the system is also resulting in energy saving. This expert system has been developped and successfully demonstrated in several farms in Europe in the framework of the OpIRIS project. 15-The final seminar of the Strategic platform for urban solid waste management in the Mediterranean, MED-3R project was held in Genoa from 7 to 8 October 2015. Subsequent technical visits were organised on the 9th of October 2015 to present the pilot actions implemented in the city: the city's waste sorting center, the "Recycling factory" as well as young artist contests and exhibitions carried out on the theme of plastic waste reuse. Med-3R is a strategic project of the ENPI-CBC Med programme of the European Commission. Project achievements on the 7 themes of the project were discussed: restaurants' waste, reusing organic waste for compost, selective sorting, plastic waste, electric equipment wastes, self medication wastes, island wastes. EMWIS presented the 1st version of Med-3R innovation vademecum. The project will end at the end of year with a major capitalization workshop to be organised in Tunis, in early December 2015.Further information on EMWIS website

16-The kick-off meeting of the European project "Dry anaerobic digestion as an alternative management & treatment solution for sewage sludge" (LIFE-ANADRY) was held in September 23rd, 2015 in Murcia, Spain. The project is co-funded by the European Commission under the LIFE program (LIFE Environment and Resource Efficiency project application) with a duration of 3.5 years. LIFE-ANADRY aims to demonstrate the technical and economic feasibility of the correct environmental management of sludge in medium to small sized Waste Water Treatment Plants (WWTPs) via using an innovative dry anaerobic digestion treatment and to transfer the outcomes obtained to other areas with similar problems, both in Spain as well as in Europe. During the meeting, partners discussed the general aspects of the project and presented their contributions per Action. There are 5 partners in the project coming from Spain and France: DAM (the project manager), CEIT, ESAMUR, EMWIS and MENDYRA. The meeting was concluded by visiting the demonstration site a waste water treatment plant (WWTP) in Mula, Spain.Further information on EMWIS website

17- The 3rd Hydrospace workshop was organised by the European Space Agency (ESA) in Frascati from 15-17 September 2015. While the number of in situ monitoring stations are decreasing worldwide, Earth Observation satellites are providing more and more datasets with always better spatial and temporal resolutions. World class research activities and results were presented covering application such as river discharge estimation, water quality (e.g. Bathing Water Quality monitoring), evapotranspiration, floodplain management, and water balance modeling. For ESA and EU member states space agencies, these workshops are providing valuable inputs to guide their future satellites missions. The Satellite Wetlands Observation Services, SWOS project was presented during the poster session of the workshop by EMWIS, one of the user partner of the project led by JOP and financed by the EU Research and Innovation programme Horizon2020. 18- The Regional Knowledge Network on Water (RKNOW) is preparing a regional conference focusing on the effective implementation of Integrated Water Resources Management (#IWRM) in Arab region. It will be held in Tetouan (Morocco), the meeting was planned for early December, but as most partners will attend the COP21 in Paris, this workshop has been postponed to 2016. This event will gather more than 25 participants from Morocco in addition to RKNOW partners and international experts. The objectives are: Exchanging knowledge and information about water management and governance,  Driving  further stakeholder engagement, capacities building and knowledge sharing, Agreement on priorities and the role of educational and research institutes, civil society, local municipalities and media and finally Setting  an action plan for sustaining RKNOW partnership.Further information on EMWIS website

19-Providing stable freshwater supplies is a priority for every country in the world. Yet stable supplies are increasingly hard to come by in many countries, as water-related risks increase. For example, recent droughts threatened GDP growth in the United States. Monsoon floods killed hundreds and displaced thousands in India. Increased competition for water may impact energy productionin China, and the list goes on. WRI’s Aqueduct project recently evaluated, mapped, and scored water risks like these in 100 river basins, ranked by area and population, and 180 nations—the first such country-level water assessment of its kind. We found that 36 countries face “extremely high” levels of baseline water stress (Antiga and Barbuda, Bahrain, Cyprus, Malta, Yemen, Lebanon...). This means that more than 80 percent of the water available to agricultural, domestic, and industrial users is withdrawn annually—leaving businesses, farms, and communities vulnerable to scarcity. 20-The Ministry for the Environment Land and Sea of Italy, in cooperation with the Regional Environmental Center for Central and Eastern Europe (REC) and the United Nations Economic Commission for Europe (UNECE), is organising a workshop “Promoting transboundary water cooperation in the Middle East and Northern Africa (MENA) region on the basis of the Water Convention”, 16 November 2015, Budapest, Hungary. It aims to take stocks of progress achieved, discuss MENA countries experience and needs towards accession and implementation of the Convention and possible future activities to promote the Convention’s accession and implementation. In particular, the workshop will provide the opportunity to discuss opportunities and benefits, as well as possible challenges, deriving from the opening of the Water Convention and from becoming a Party to it, based on the outcomes of previous regional and national discussions. The workshop is a follow-up to the International Roundtable on Transboundary Water Resources Management in the Southern Mediterranean (Rome, 26-27 November 2012) and to the national and regional workshops held in the region since 2013. 21-The GWP Steering Committee has approved the appointment of Mr. Rudolph Cleveringa as Executive Secretary of the Global Water Partnership Organisation as of 1 January 2016, for a period of 2 years.As Acting Executive Secretary since March 2015, Mr. Cleveringa has proved to be an effective and knowledgeable leader. 22-New Heads of EU Delegation were announced on August 31st. Andrea Matteo Fontana has been appointed Head of the EU Delegation to Jordan. He is currently Head of Unit in charge of Geographic Coordination for Neighbourhood East in the European Commission. He previously served in Delegations in Syria and Russia. Ralph-Joseph Tarraf has been appointed Head of the EU Delegation to the West Bank and Gaza Strip. 23-The Union for the Mediterranean (UfM) Secretariat has appointed Mr. Almotaz Abadias per the nomination of Palestine for the position of Senior Expert at the UfM Secretariat Water and Environment Division in Barcelona, Spain. Mr Abadi was the director of the Aid Coordination and management Unit in Palestine and Policy adviser to the water Authority. His main expertise is: international development, Aid Management, policy, water management, and public sector reform. 24-New member in EMWIS Technical Unit Team: Ms Maroua OUESLATI is taking over the role of information manager at the Technical Unit. Maroua is an engineer in natural resources management and she has a Master of Science from CHIHEAM-IAMM, for her internship she worked at the UfM secretariat and then at the Technical Unit on the Med Water Knowledge Platform. 25-Drought Risk Reduction in Integrated Water Resource Management: Drought is a growing threat to many people and economies in both developing and developed countries, with characteristics differing considerably across the world. This manual aims to reduce the impact of droughts by enhancing knowledge and skills in drought risk reduction practices at community, national, sub-regional and regional levels. 26-A Negotiated Approach to Managing Complex Water Networks: This book offers a new approach for managing water that will overcome the conflicts that emerge when the interactions among natural, societal, and political forces are overlooked. At the heart of these conflicts are complex water networks. In managing them, science alone is insufficient and so is policy-making that doesn't take science into account. Solutions will only emerge if a negotiated or diplomatic approach that blends science, policy, and politics is used to manage water networks. The authors are Shafiqul Islam is an engineer with over twenty-five years of practical experience in addressing water issues, and  Lawrence Susskind is founder of MIT's Environmental Policy and Planning Program and a leader of the Program on Negotiation at Harvard Law School.  27-The world increasingly relies on groundwater resources for drinking water and the provision of food for a growing population. The utilization of aquifer systems also extends beyond freshwater supply to include other resources such as heat extraction and the storage and disposal of substances. Unlike other books about conflict resolution and negotiations over water resources, this volume is unique in focusing exclusively on conflicts over groundwater and aquifers. The author explores the specific challenges presented by these "hidden" resources, which are shown to be very different from those posed by surface water resources. The book describes the various issues surrounding the governance and management of these resources and the various parties involved in conflicts and negotiations over them. 28- Final report of MENA Regional Water Governance Benchmarking Project: "The Middle East North Africa (MENA) Regional Water Governance Benchmarking Project (ReWaB) aimed to characterize water governance regimes in a number of Middle Eastern countries to allow comparisons both across countries and over time. To do this, it developed a conceptual framework for considering water governance, along with desk and field-based assessment methodologies, and applied these methodologies, in various combinations, in six countries. 29-Science diplomacy and transboundary water management : The Orontes River case.  The publication has been produced in the framework of the project New Technologies (ICT) for an integrated and sustainable management of natural resources in Lebanon (referred to as “ICT project”) funded by the Italian Development Cooperation (Ministry of Foreign Affairs and International Cooperation). The project was implemented under the supervision of the Lebanese Ministry of Energy and Water (MEW). The project’s main objective was to strengthen and develop the adaptation skills of selected stakeholders, such as policy makers, in order to cope with future scenarios linked to the main driving forces that will be operating in the region in the near future, such as demographic growth, pollution and climate change. [2015/11/30 - 2015/12/04] TWAS Science Diplomacy Workshop on Sustainable Water Management : The 4-5-day course will take place in Trieste, Italy, from 30 November to 4 December 2015. The course will expose participants to some key contemporary international policy issues relating to science diplomacy and sustainable water management, including the use of shared rivers and underground aquifers, cross-border pollution issues, safe drinking water, etc. Applications are invited from young scientists, policymakers and diplomats, especially from developing countries.
