Objectives

The First MEDA Water Partners Conference (FMWPC) to be held on 15 and 16 April 2007 in the Dead Sea (Jordan) is organised by the RMSU in the framework of the MEDA Water Programme “Euro-Mediterranean Regional Programme for Local Water Management” and in coherence with the Declaration of the Euro-Mediterranean Ministerial Conference on Local Water Management in Turin (1999).

The Conference first objective is to highlight the importance of the first phase of MEDA Water Programme and, at the same time, to make clear that this first MEDA Water phase allowed to identify important issues, to develop social and institutional approaches and relevant guidances for the MEDA countries and to disseminate these.

The MEDA Water projects will have a chance to present their objectives and achieved results, highlighting the effectiveness and relevance of all implemented actions. Considering the achieved results and lessons learnt, the projects will suggest strategies, ways and means to progressively expand the coverage of promising achievements to ensure optimal water availability to the population and to increase the sustainability of water management at local level.

Furthermore, MEDA countries that were involved in the MEDA Water projects and others that were not, will have the opportunity to become fully informed about the MEDA Water Programme and to benefit from results of the projects. The FMWPC will also provide them with the opportunity to present their countries’ main issues in water management. Following this, the main objective of the Conference is to have a large discussion between the relevant government partners in the different countries, the MEDA Water projects and concerned functionaries of the EC and international/regional organisations, on the virtues of the MEDA Water Programme and the required follow-up of the relevant activities.

The FMWPC shall be attended by all partners involved in the MEDA Water Programme: representatives of all MEDA Water Projects, representatives of Provincial/National/Regional Stakeholders, of Water Authorities from MEDA countries, EC representatives and representatives of relevant international/regional organisations.

Topics

The topics that will be discussed in separate working groups and presented to the plenum are:

  •  Institutional issues:
    • Development of new tools and models of management at the local level
    • Development of participative management scenarios at the local level
    • Strengthening the capacity of professionals at the local level
    • Coherence of political strategies on water management and coordination at different levels
    • Awareness, information and training
       
  •  Social and economic issues:
    • Population/water users involvement and participation
    • Costs of developed methodologies and benefits for the population
    • Receptivity to new technologies and adapted implementation to economic and social context
       
  •  Review of technical/technological concepts adapted to local water management in MEDA countries:
    • Usual local water management
    • Recent modern schemes of local water management
    • New concepts of local water management
    • Orientations for development of integrated local water management
