Event Expert Consultation Workshop on Financing and Water in North Africa and the wider Mediterranean, 24 February 2010, Madrid (Spain)

The Workshop is organised by the Secretariat of the Mediterranean Component of the EU Water
Initiative (MED EUWI)/ Global Water Partnership – Mediterranean (GWP-Med), and the EU Water
Initiative Finance Working Group (EUWI-FWG), with the support of the Governments of Spain,
Greece, the European Commission and the GEF Strategic Partnership for the Mediterranean - Large
Marine Ecosystems.

The aim of the Workshop is to address and discuss the main challenges and opportunities the North
African countries encounter with regard to financing the water sector and provide realistic
recommendations based on experiences and lessons learnt from the North African countries and the
wider Mediterranean region.
 
The Workshop will build on the Sharm El Sheikh Commitments for accelerating the achievement for
water and sanitation goals in Africa, as decided in the African Union Assembly (30 June-1 July 2008),
and contribute to the follow-up steps in that direction and specifically to the forthcoming African
Ministerial Conference on Finance and Water planned for the end of March 2010, in Dakar, Senegal.
At the same time, the Workshop is expected to be complemented by and complement the elaboration
process of the Strategy on Water in the Mediterranean (SWM), within the framework of the Union for
the Mediterranean (UfM), and specifically regarding the SWM’s chapter on Water Financing. For this
purpose, the Workshop will be organised back-to-back with the 3rd Meeting of the Water Expert Group
(WEG), 25 February, Madrid, that is mandated by the UfM Ministers on Water to elaborate on the
SWM.
 
The outcome of the Workshop is expected to be a set of recommendations on how to effectively
address the issue of financing and water in North Africa with possible application to the wider
Mediterranean. The document will serve as part of the direct input to the Dakar Ministerial Meeting
that is currently being prepared by AMCOW and the African Development Bank with support from the
Global Water Partnership (GWP). Moreover, these recommendations would be fed into the SWM
preparatory process, leading to the SWM’s adoption during the UfM Ministerial Conference on Water
(13 April 2010, Barcelona, Spain).
 
The Workshop’s audience will include targeted representatives from North African Finance and Water
Ministries, competent authorities of other EU and non-EU Mediterranean countries, International
Financing Institutions, regional organisations and representatives of the private sector.
