Invitation for pre-qualification for experienced private operators to bid for a design – build – operate the West Delta Water Conservation and Irrigation Rehabilitation project

HEP, MWRI invites experienced private operators to bid for a concession area consisting of approximately 190,000 feddans located in the southern portion of the West Delta area. The private operator will have to design and construct a closed conduit (piped) surface water irrigation system in the project area and to operate and maintain the same over a concession period of 30-years.
The MWRI has received a loan from the International Bank of Reconstruction and Development “IBRD” and intend to apply a portion of this loan to finance the first phase of the project (90,000 feddans). The private operator, at its option may draw down this facility up to the full amount to cover part of the total construction costs on the basis of 85% from the facility against 15% from its own contribution.

Pre-qualification is open to national and international firms and voluntarily formed joint ventures from eligible source countries as defined in the Guidelines – Procurement, IBRD loans and IDA credits. It is foreseen to give the services to a private operator who has engaged in the design and construction of large and multi-component infrastructure pipe networks relevant to that envisioned for the West Delta Project and has the ability to sustain working capital requirements related to a business activity with a consolidated sales or gross revenue of about US$100 million or US$35 million for a single operation.

The pre-qualification documents are available in soft copy-pdf format on the project’s website and hard copy format from December 23, 2006; at a fee US$20 or L.E.120 (One Hundred and twenty Egyptian pounds), in case the documents are received by hand from MWRI at the address mentioned above. In case the documents are requested and sent via courier to a specified address the fee will be US$50 or LE300 (Three hundred Egyptian pounds) – but in that case the MWRI will not be responsible for late delivery or loss of the documents so mailed.
