Have your say: Shape Europe’s future in a world affected by climate change

The European Commission has launched a new public consultation inviting citizens, businesses, regional authorities and all stakeholders to contribute to the future EU framework on climate resilience. This consultation offers a unique opportunity to help shape how Europe prepares for and responds to the growing impacts of climate change.

Across Europe, damages and costs linked to extreme weather events are increasing. Heatwaves, floods and other climate-related hazards are already affecting health, livelihoods, infrastructure and economic stability. According to the European Climate Risk Assessment, without urgent and coordinated action, these risks could reach critical levels by the end of the century. Even in the most optimistic scenarios, Europe must adapt its cities, towns and rural areas to a changing climate.

The future EU climate resilience framework will build on the European Commission’s Communication on Managing Climate Risks in Europe, which underlines the need for a stronger and more coherent approach to climate preparedness and resilience at EU level. Scheduled for adoption in late 2026, this framework aims to make Europe stronger, safer and better prepared for future climate challenges.

Its key objectives include protecting and improving people’s health and well-being, anticipating and reducing high-impact climate risks, strengthening preparedness at all levels of society, and fostering innovative climate-resilient technologies, products and services.

An open call for evidence held in summer 2025 highlighted strong support for ambitious action. Contributors called for “resilience by design” in EU policies, harmonised climate risk assessments, the prioritisation of nature-based solutions, stable long-term funding for climate adaptation, and greater consideration of climate-related health impacts.

The current public consultation now gives everyone the chance to share feedback, propose ideas and contribute to legislation that will affect all Europeans. All interested stakeholders and citizens are invited to participate via the Have Your Say portal.

The feedback period is open until 23 February 2026.
